Voting on zoning and special use permits

To provide better understanding of the issue at hand and standard policies, to provide an opportunity for membership participation, and to provide consistency in CVNA business practices, the CVNA adopts the following policy:

In all matters coming before the CVNA, from non-CVNA organization, business, or individuals for a vote by the membership for consideration of zoning change, special use permits, delays of compliance, or any such business that requires the CVNA’s recommendation, or approval the entity must present its request at a meeting of the CVNA prior to the meeting that the vote will be taken.

At the meeting of the request the entity will make a presentation that explains its goals and the reason a vote is necessary. Questions and discussion will be limited to the basic facts of the proposal and the merits of the proposal will not be discussed.

At the next meeting following the initial presentation the entity will make another presentation, discuss the merits of the proposal, and answer questions from the membership. At the conclusion of debate and roll call vote will be taken.

2010 NPU-X Bylaws

VI. Neighborhood Associations:

Issues that affect a specific community within the NPU-X geographical area shall be considered by the neighborhood association that is directly affected by such issue prior to being considered by NPU-X. The Chair of NPU-X shall be responsible for informing the neighborhood associations of upcoming issues. The recommendation of the neighborhood association shall be considered by NPU-X. In cases involving land us, the chair of the Land Use Committee shall be responsible for coordinating with the affected neighborhood associations.
